I selected View>Show hidden devices, and the bluetooth appeared but was all greyed out. I checked device manager and "bluetooth" was not listed anymore. I downloaded the latest drivers from Intel, installed, restarted, still nothing. Checked windows settings and there was no option to configure my bluetooth on/off.

Then after a month or so, when I wanted to send something via bluetooth, my bluetooth icon in the task/tool/notification bar disappeared. I tested WiFi and and Bluetooth sending and receiving. I downloaded the latest Intel drivers for it (AC8260 for AC Wifi and Bluetooth drivers) and got the thing to work. I recently bought a Gigabyte GC-WB867D-I rev4.2.
